【摘要】 习近平总书记在党的二十大报告“推进国家安全体系和能力现代化，坚决维护国家安全和社会稳定”专章中强调，必须坚定不移贯彻总体国家安全观，坚定维护国家政权安全、制度安全、意识形态安全，提出了在总体国家安全观视阈下推进国家政治安全能力现代化的重大命题。分析和掌握生成机制是推进国家政治安全能力现代化的重要前提。总体国家安全观强调大安全理念和系统思维，因此必须从多个维度分析政治安全能力生成机制。分别从战略层面、执政党内部和国家外部角度考察，能够得到基于要素源、动力源和竞争源的政治安全能力生成机制，亦即战略性机制、内生性机制和外生性机制，分别生成要素性政治安全能力、动力性政治安全能力和竞争性政治安全能力。基于对生成机制的理解运用和已有实践的改进完善，应在总体国家安全观指引下，主要从优化拓展政治资源、提升政治认知能力、建构自主政治知识体系、强化意识形态认同等方面加强政治安全能力建设。更多还原

【Abstract】 In the 20th Party Congress report, General Secretary Xi Jinping dedicated a chapter to "modernizing the national security system and capacity, and resolutely safeguarding national security and social stability," emphasizing the necessity to unwaveringly stay committed to a Holistic Approach to National Security and firmly safeguard political power security, political system security, and ideological security. Thus, the major proposition of promoting the modernization of national political security capacity in the context of a Holistic Approach to National Security is put forward, emphasizing the idea of general security and systemic thinking. It is necessary to analyze the mechanism for generating political security capacity from multiple dimensions. By examining the strategy, the internal perspective of the ruling party, and the external perspective of the country, we can identify the mechanism based on elemental, dynamic, and competitive sources, i.e., strategic, endogenous, and exogenous mechanisms, which generate elemental, dynamic, and competitive political security capacity, respectively. Based on the understanding and application of the mechanism and the improvement of existing practices, the major ways to strengthen political security capacity building guided by a Holistic Approach to National Security are to optimize and expand political resources, enhance political cognitive ability, construct an autonomous political knowledge system, and strengthen ideological identity.更多还原
