【摘要】 我国正处于经济转型阶段,十四五规划强调提升企业技术创新能力是实现高质量发展的必然要求。企业是技术创新的主体，尤其是中小企业更应注重创新，但其创新面临诸多困境，这就需要政府的扶持。首先对于中小企业创新的背景进行分析，并进一步梳理了目前政府扶持下中小企业技术创新的现状，发现中小企业技术创新现阶段存在市场竞争力不足、融资困难以及企业自身缺乏创新意识的问题。为更好助力中小企业高质量发展，政府应当加大对于中小企业技术创新的政策支持，进一步优化营商环境，增加融资支持，更为重要的是提升中小企业技术创新的意愿及能力。更多还原

【Abstract】 At present, China is in the stage of economic transformation. The Fourteenth Five-Year Plan emphasizes that improving the technological innovation ability of enterprises is the key to development, and enterprises are the main body of technological innovation. In particular, SMEs should pay more attention to innovation, but their innovation faces many difficulties, which requires government support. This paper first analyzes the background of SMEs’ innovation, and further deals with the current situation of SMEs’ technological innovation under the support of the government, as well as the difficulties faced in this process. Finally, it puts forward corresponding suggestions to better help the government departments to provide targeted support and SMEs to improve their own technological innovation willingness and ability to achieve high-quality development.更多还原
