【摘要】 阐述了内蒙古草原畜牧业经营制度变迁，从生态保护视角提出游牧经济生态保护合理性、集体经济时期线性发展模式带来的生态失衡以及其施草畜承包制导致草场分块化管理的“过度放牧”风险。分析了内蒙古草原畜牧业分区经营，牧区、半牧区、农区畜牧业发展的不同路径和机制，指出在传统牧区，维护“生态优先型”传统，打造半牧区“节约牧草资源型”和农区“饲草料内循环型”生态保护机制可以有效破解草原生态失衡。更多还原

【Abstract】 This paper expounds on the institutional changes in grassland animal husbandry in Inner Mongolia, and from the perspective of ecological protection, proposes the rationality of ecological protection of the nomadic economy, the ecological imbalance caused by the linear development model during the collective economy period, and the risk of “overgrazing” due to the implementation of grassland and livestock contract system and the fragmentation of grassland management. This paper analyzes the different paths and mechanisms for the development of animal husbandry in pastoral, semi-pastoral, and agricultural areas in Inner Mongolia, and points out that in traditional pastoral areas, maintaining the tradition of “ecological priority”, creating a “saving forage resource type” in semi pastoral areas, and creating a “forage internal circulation-type” ecological protection mechanism in agricultural areas can effectively address grassland ecological imbalances.更多还原
