【摘要】 区域协同立法是落实区域协调发展战略的重要制度路径。2023年修改的《立法法》第83条第2款明确，省、自治区、直辖市和设区的市、自治州可以建立区域协同立法工作机制，但对于如何建立区域协同立法工作机制并未作出详细规定。目前全国范围内已开展了大量的区域协同立法实践，以立法主体的行政层级为依据对其进行类型化提炼，可发现区域协同立法工作中至少包含着自主协商机制、政策引导机制、上级指导机制、运行保障机制等工作机制。总结分析上述工作机制在区域协同立法实践中存在的困惑并予以回应，有利于为区域协同立法的实践发展和工作机制的完善提供可复制的经验。更多还原

【Abstract】 Regional coordinated legislation is an important path to realize the regional coordinated development strategy.The second paragraph of Article 83 of the Legislation Law amended in 2023 specifies that provinces, autonomous regions, municipalities directly under the Central Government and cities with subordinate districts and autonomous prefectures may establish a regional collaborative legislative mechanism, but there are no detailed provisions on how to establish such a regional collaborative legislative mechanism.At present, a large number of regional collaborative legislative practices have been carried out across the country.By distilling such practices in a typology based on the administrative level of legislative subjects, it is found that regional collaborative legislative work contains at least such regional collaborative legislative work mechanisms as autonomous consultation mechanism, policy guidance mechanism, superior guidance mechanism and operation guarantee mechanism.Summarizing and analyzing the confusions of these working mechanisms in the practice of regional collaborative legislation and responding to them are conducive to providing replicable experiences for the practical development of regional collaborative legislation and the improvement of working mechanisms.更多还原
