【摘要】 在技术环境剧烈变迁的数字转型期，档案数据作为重要的数据生产要素，有必要加强数据汇集，开发基于档案的数据基础设施型(ABDI)服务，以有效支撑社会治理。基于档案数据资源建设视角，论证构建ABDI服务的必要性、可行性，明确ABDI的概念界定、基本特征与理论基础，提出建设基础条件和建设策略。研究认为：ABDI的应用场景明确，且具备政策引导、技术积累和实践项目经验等基础条件，可通过积极拓展应用场景、构建资源体系、开发相关规范、完善技术服务、构建ABDI管理模式来推进ABDI服务。更多还原

【Abstract】 During the digital transformation period, the technological environment is changing drastically, and archival data, as an important data production factor, is necessary to be strengthened its pooling; Meanwhile, archival-based data infrastructure-based(ABDI) services can be developed to effectively support social governance. Based on the perspective of archival data resources construction, the article argues the necessity and feasibility of building ABDI services, and clarifies the conceptual definition, basic features and theoretical basis of ABDI,finally proposing the foundation conditions and construction strategies of ABDI. The study concludes that the application scenarios of ABDI have been clear and the basic conditions such as policy guidance, technical accumulation and practical project experience are available; Besides, ABDI services can be promoted by actively expanding application scenarios, constructing resource systems, developing relevant specifications, improving technical services, and building ABDI management models.更多还原
