华北平原地区乡村产业用地减量规划路径初探——以北京市通州区为例
Reduction Planning Path Study of Rural Industrial Land in the North China Plain——A Case Study of Tongzhou District,Beijing
【摘要】 华北平原地势平坦、河湖众多、人口集中,是我国“农产品主产区”集中连片的区域之一,内部的村庄空间单元分布广泛而均匀。改革开放后,伴随我国国民经济的持续发展,华北平原地区的集体土地工业化亦快速推进,带来产业用地分散、产业层次低端、服务能力不足、环境负荷过载等问题。在空间治理现代化的背景下,基于生态文明战略和集约高效发展的价值导向,研究提出面向乡村产业用地“主动减量”的收缩发展模式及其支撑指标体系,预测乡村产业用地的潜在减量对象、提升华北平原地区城乡建设用地的利用效率。以北京市通州区张家湾镇为例,将“精准量化的多元数据”与“可视化的地理信息平台”相结合,精准识别低效利用的乡村产业用地,并模拟预测用地布局的变化与转型。
【Abstract】 The North China Plain,with concentrated population,flat terrain,numerous rivers and lakes,is one of the contiguous regions in China’s main agricultural production areas.And its internal rural space units are widely and evenly distributed.After the reform and opening up,the industrialization of rural collective land in the North China Plain has been rapidly advancing with continuous national economic development,which has brought about problems such as scattered rural industrial land layout,low-end industrial level,insufficient service capacity,and environmental burden.Under the background of spatial governance modernization,based on the ecological civilization strategy and the intensive and efficient development value orientation,this study puts forward a contraction development model and its index system supporting "active reduction" of rural industrial land,predicts the potential reduction land,and improves the utilization efficiency of urban and rural construction land in the North China Plain.The study takes Zhangjiawan Town in Tongzhou District in B eijing as an example,carries out empirical research,combines "precisely quantified data" and "visual geographic information platform" to accurately identify inefficient use of rural industrial land and effectively simulates transformation of land layout.
