【摘要】 改革开放以来，自发农村工业化推动苏南乡镇企业异军突起，但过度分散的乡村工业布局带来了较为严重的负外部性，甚至面临“失控”的风险。进入21世纪，苏南地方政府推行“三集中”的空间治理策略。其虽起到一定集聚成效，却削弱了乡村发展动力，致使乡村陷入“失语”困境。如何走出两难困境?研究刻画了“失控”与“失语”的特征，基于土地发展权宏观赋予与微观实践两个层次，剖析二者形成机理。发现在宏观层面土地发展权赋予与限权下，地方基层政府与乡村主体围绕着土地发展权及其增值收益展开激烈博弈，导致了两难困境。在国家还权赋能于民的当下，乡村规划应注重融入土地发展权的转移和交易机制，推动乡村工业用地治理。更多还原

【Abstract】 Since the reform and opening up, spontaneous rural industrialization has promoted the “sudden rise” of township enterprises in southern Jiangsu, but the overly scattered layout has brought more serious negative externalities, and even faced “loss of control”. In the 21st century, the local government implemented the strategy of “three concentrations”. Although it has achieved certain agglomeration results, it woke the momentum of rural development, resulting in “aphasia”. How to solve it? This study analyzes the features and the formation mechanism of “loss of control” and “aphasia” by the two levels of land development rights. It is found that under the granting and restriction of land development rights at the macro level, local governments and rural entities engage in fierce games around land development rights and their value-added benefits, resulting in a dilemma. At a time when the state is empowering the people, rural planning should pay attention to integrating the transfer and trading mechanism of land development rights, and promote the governance of rural industrial land.更多还原
