基于知识图谱的重大行政决策稳评主体问责机制研究

【摘要】 重大行政决策的社会稳定风险评估是我国重要的国策,目前正面临着稳评主体不承担责任和问责追责不力等挑战。为帮助政府梳理追责路径和规范问责机制,构建责任追究知识图谱以厘清重大行政决策稳评主体的责任关系,以广东省某地市(简称S市)房屋征收稳评为案例,提出质性研究与知识图谱技术相结合的研究框架。在对相关政策文本信息抽取的基础上,依次进行信息融合与知识加工,运用Neo4j数据库构建责任追究知识图谱,进而揭示稳评主体的责任关系并厘清追责路径。结果表明,此研究框架可有效应用于重大行政决策的社会稳定风险评估;在稳评工作中,直接、合作、监督指导三种主体责任占据主导地位,应予以重视以保障决策的准确性。

【Abstract】 Social stability risk assessment of major administrative decisions is an important national policy in China, which is now faced with many challenges such as the failure of the assessment subjects to assume their due responsibility and difficulty in accusing the assessment subjects of their negligence. Aiming to help the government clarify accountability paths and standardize the accountability mechanism, this paper constructs an accountability knowledge graph to identify the responsibility relationship of the assessment subjects. The case in point is the risk assessment of housing expropriation in a city in Guangdong Province(called S City), in which a research framework combining qualitative research and knowledge graph technology is proposed. This paper conducts information extraction from relevant policy texts, and then conducts information fusion and knowledge processing in turn. Besides, it uses Neo4j database to build a knowledge graph of accountability, which helps to reveal the responsibility relationship of the assessment subjects and clarify the accountability paths. The results show that this research framework can be effectively applied to social stability risk assessment of major administrative decisions. In this assessment, the responsibilities of direct, cooperative and supervising subjects are the priorities, which should be taken seriously to ensure the accuracy of decision-making.
