【摘要】 南疆四地州作为新疆巩固拓展脱贫攻坚成果的主战场，其巩固脱贫成效关乎新疆全区经济社会协调发展，事关新疆长治久安，事关新疆共同富裕的战略目标。2020年10月，南疆四地州贫困县全部高质量退出贫困县序列，南疆四地州取得脱贫攻坚战的全面胜利。然而，南疆四地州脱贫基础还不牢固，脱贫群众持续增收机制不健全，乡村治理能力和水平有待提升，群众脱贫内生动力还有待加强，脱贫群众返贫风险较大。建立健全脱贫群众持续增收机制、激励脱贫群众内生动力机制，着力提升乡村治理能力和水平，不断完善社会保障兜底机制，以期推动南疆四地州乡村振兴。更多还原

【Abstract】 The four prefectures in southern Xinjiang are the main battlefields for consolidating and expanding the achievements in poverty alleviation in Xinjiang,which bears on the coordinated economic and social development,long-term stability and strategic goal of common prosperity of the whole region. In October 2020,all the poverty-stricken counties in the four prefectures in southern Xinjiang were removed from the list of poverty-stricken counties with high quality,marking an overall victory in the battle against poverty. However,the foundation for poverty alleviation in the four prefectures of southern Xinjiang is not yet solid,the mechanism for sustainable income increase of the poverty-stricken people is not sound,the capacity and level of rural governance needs to be improved,the endogenous driving force for poverty alleviation of the poverty-stricken people needs to be strengthened,and the risk of poverty-stricken people returning to poverty is high.The mechanism for increasing the incomes of people lifted out of poverty and the endogenous driving force mechanism for motivating people lifted out of poverty should be established and improved.We will strive to improve the capacity and level of rural governance,and constantly improve the social security backstop mechanism to promote rural revitalization in the four prefectures of southern Xinjiang.更多还原
