【摘要】 货币具有交换中介与治理工具的双重属性，它既要满足市场要求，也须以主权货币的形式发挥政治功能，且作为治理工具而存在。现实中频发的主权货币危机侵蚀着人们对主权货币的信心，从而形成用技术手段实现货币去政治化的期望。通过对数字货币兴起过程的研究，发现技术、观念和组织力量在其中发挥了重要的作用。为了回应去中心化的数字加密货币与平台企业发行的稳定币带来的治理挑战，各国政府基于数字化治理、保护数字时代国民财富、汲取经济资源的需要，开始积极推动主权货币的数字化，主权数字货币将成为未来一段时间内数字货币发展的主要方向。更多还原

【Abstract】 Currency has dual attributes of being both a medium of exchange and a tool of governance. It must not only meet market requirements, but also need to function politically in the form of a sovereign currency and exist as an instrument of governance. The frequent sovereign currency crises in reality erode people’s confidence in sovereign currencies, leading to expectations for the use of technological means to achieve the depoliticization of currencies. Through a study of the rise of digital currencies, it is found that technology, ideology, and organizational strength have played an important role in their development. In response to the governance challenges posed by decentralized digital cryptocurrencies and stablecoins issued by platform companies, governments around the world have begun to actively promote the digitization of sovereign currencies based on digital governance, protecting national wealth in the digital age, and absorbing economic resources.
