【摘要】 社区作为联系、服务居民的“最后一公里”，其公共安全治理水平是影响社会稳定的重要因素。实地调查发现，Y社区虽已形成初步的应急治理体系，但仍然存在协同治理成效不彰、公共安全价值理念碎片化等短板，既有的治理模式难以有效应对以上困境。针对现实困境，以网络治理理论为指引，着眼于多元主体协同治理、统合资源实现公共价值再生产等治理方向，能够有效优化社区应急治理体系。基于既有应急治理困境分析，围绕“主体—资源—价值”框架，提出纵横联动的治理组织架构、数字赋能促进治理效率提升等应对策略助力社区应急治理数字化转型，有效优化城市社区公共安全共同体建设路径。更多还原

【Abstract】 As the last mile connector and server for residents,the community’s public safety governance level is an important factor in affecting social stability. Field investigations found that although Y community has formed a preliminary emergency management system,it still has shortcomings such as ineffective collaborative governance and fragmented public safety values. The existing governance model cannot effectively cope with the above difficulties. Guided by network governance theory,the community emergency management system was optimized through collaborative governance by multiple players and resource integration to achieve public value reproduction. Based on the analysis of existing emergency governance dilemmas and the subject-resource-value framework,strategies such as the vertical and horizontal organizational structure,digital empowerment for governance efficiency improvement were proposed for the digital transformation of community emergency governance and the optimization of the urban community public safety.更多还原
