【摘要】 党的二十大报告作出的“全方位夯实粮食安全根基”战略部署，内涵丰富，意义重大。全方位夯实粮食安全根基不仅是加快补齐国家粮食安全短板的重要路径、全面推进乡村振兴和促进农业农村现代化的首要任务，而且是加强农业强国建设的重要方向和推进国家安全体系和能力现代化的重要内容。全方位夯实粮食安全根基的重要目标是“确保中国人的饭碗牢牢端在自己手中”。“全方位”高度概括和浓缩了保障粮食安全的全过程和系统性措施，同时全面而又明确地界定了保障国家粮食安全的重点任务。在新发展阶段，要树立“大食物观”,构建新时代国家粮食安全保障新体系；严格落实“长牙齿”的耕地保护硬措施，全方位夯实粮食安全的物质根基；加快培育发展粮食全产业链，全方位夯实粮食安全的产业根基；统筹利用国内国际两个市场两种资源，全方位夯实粮食安全的“双循环”根基。更多还原

【Abstract】 The strategic deployment of “comprehensively consolidating the foundation of food security” made in the report of the 20th National Congress of the Communist Party of China is rich in connotation and of great significance. Consolidating the foundation of food security in an all-round way is not only an important path to speed up the filling of national food security weaknesses, the primary task to comprehensively promote rural revitalization and agricultural and rural modernization, but also an important direction to strengthen the construction of a powerful agricultural country and an important content to promote the modernization of the national security system and capacity. The important goal of comprehensively consolidating the foundation of food security is to “ensure that the Chinese people’s rice bowls are firmly in their own hands”. “All round” highly summarizes and condenses the whole process and systematic measures to ensure food security, and comprehensively and clearly defines the key tasks to ensure national food security. In the new development stage, we should establish a “big food concept” and build a new system of national food security in the new era. We should strictly implement the “long teeth” hard measures for farmland protection, and comprehensively consolidate the material foundation of food security. We should accelerate the cultivation and development of the whole grain industry chain, and consolidate the industrial foundation of food security in an all-round way.
