【摘要】 我国职业教育正经历从外延式发展向内涵式高质量发展的转变，国家和省级地区层面的政策导向对提升职业教育高质量发展发挥着关键作用。通过选取长三角三省一市“十四五”规划中关于职业教育发展的内容，借助NVivo12.0软件对规划文本中关于职业教育高质量发展的目标定位、具体举措、发展方向进行分析，可以发现三省一市职业教育高质量发展的政策方向基本表现为：完善制度建设，健全职教体系；试点资格互认，形成各类标准；明晰协同育人，深入融合发展；扩大对外开放，开拓创新格局。未来职业教育高质量发展的政策制定应更加明确政策的价值追求，确保政策的协同参与，推进政策的高效落实。更多还原

【Abstract】 China’s Vocational Education is undergoing a transformation from the extension type development to the connotative highquality development. The policy orientation at the national and provincial level plays a key role in promoting the high-quality development of vocational education. By selecting the content of vocational education development of three provinces and one city in the Yangtze River Delta during the“14th Five-Year Plan”period, with the help of NVivo 12.0 analyzes the goal orientation, specific measures and development direction of high-quality development of vocational education in the planning text, it can be found that the policy direction of high-quality development of vocational education in three provinces and one city is basically: improving system construction and vocational education system; mutual recognition of pilot qualifications to form various standards; clear collaborative education and indepth integration and development; opening to the outside world and opening up innovative patterns. In the future, the policy formulation of high quality development of vocational education should be more clear about the value pursuit of policy, ensure the coordinated participation of policy, and promote the efficient implementation of policy.更多还原
