【Abstract】 The theory of legitimacy was applied to analyze the action framework of community medical care combining with each subject to obtain its legitimacy. It can be concluded that the current institutional environment of the combination of medical care and community pension mode has problems of coexistence of policy support and imperfect policy design, social expectations and difficulties, and a gap between the cultural values and cognition of the service supplier and demander. In order to obtain legitimacy, the government should perfect the top-level design, the service provider should improve the service supply by integrating resources, guiding with the needs of the elderly, and realizing the interests of all parties. And the older people and their families should change their traditional ideas and play a supporting role of their families.更多还原
