【Abstract】 Hohhot, Baotou and Ordos are located in the north of baotou Kunming longitudinal axis of the national urbanization strategy pattern of "two horizontal and three vertical", and are the core cities of urban economic and social development in Inner Mongolia Autonomous Region. With the rapid development and continuous deepening of the reform of the HuBao E urban agglomeration, the population of the three cities is gradually increasing, the social structure is gradually diversified, and the interests of the masses are complex, so the traditional social management model is facing challenges.
