【摘要】 研究目的：讨论国土空间语境下发展与安全的内涵及其相互关系，探讨面对统筹发展与安全的战略需求，国土空间规划在范式逻辑、学理逻辑和实施逻辑层面的反思与回应。研究方法：文献梳理法、演绎归纳法、规范性分析。研究结果：(1)发展和安全的内涵及其关系具有显著的时代性特征，工业文明社会和后工业文明社会中两者的矛盾更加突出；(2)国土空间规划对象是一个开放复杂系统，具有整体性和不确定性等特征，需加强系统科学等新思维范式的介入；(3)权力边界和能力边界约束下，国土空间规划的作用边界在于把控安全底线；(4)在生命优先、底线管控、整体协调和灰度动态的原则框架下，优化国土空间规划实践。研究结论：把握国土空间规划的时代性特征，从范式、学理和实践逻辑层面展开反思，在认知和实践上对国土空间规划进行改革和优化，是响应国家统筹发展与安全战略的重要路径。本文亦为国土空间规划和空间治理的优化提升提供了进一步思考的框架。更多还原

【Abstract】 The purpose of this study is to explore the interrelationship of development and security in the field of territorial space utilization and protection,based on which territorial space planning should reflect and respond.The research methods include literature review,deductive-inductive analysis and normative analysis.The results show that:1) there exists prominent epochal characteristics of connotation and relationship of development and security.A more contradict relationship in industrial and post-industrial civilization is also observed.2) As an open and complex system with characteristics of integrity as well as uncertainty,the object of territorial space planning determines that new paradigm should be introduced such as systematic science.3) Under the constraints of power and capability boundaries,main function of territorial space planning should ensure security.4) The practice of territorial space planning should be optimized under the principle of life priority,baseline control,systematic coordination,and Grey Dynamic.In conclusion,it is a significant way to coordinate development and security through grasping the times character of territorial space planning as well as reflecting it on paradigmatic,theoretical and practical level.Moreover,the study provides a framework for further thinking on territorial space planning and spatial governance.更多还原
