煤炭资源型城市绿色发展效率评价及影响因素分析——基于SBM-Malmquist-Tobit模型分析
Evaluation and Influencing Factors of Green Development Efficiency in Coal Resource-based Cities——Based on SBM-Malmquist-Tobit Model Analysis
【摘要】 测算我国煤炭资源型城市绿色发展效率对提升城市绿色发展水平、建设绿色中国具有积极意义。以22个煤炭资源型地级城市为研究对象,运用DEA-SBM模型测算2007―2019年绿色发展效率时空特征,同时运用Malmquist指数分解其绿色发展效率进行动态评价,并结合Tobit模型分析影响绿色发展效率的因素。结果表明:从静态角度分析,我国煤炭资源型城市绿色发展效率整体呈小幅波动、稳定上升的趋势,分区域呈东部>中部>西部地区,分城市类型呈再生型城市>成长型城市>成熟型城市>衰退型城市;从动态角度分析,煤炭资源型城市的全要素生产率较低,纯技术效率和规模效率尤为欠缺;从影响因素角度分析,煤炭资源型城市的人均GDP、教育水平和科技水平对绿色发展效率有显著正向影响,对第二产业比重有显著负向影响,而对外开放程度对绿色发展效率影响并不显著。
【Abstract】 Measuring the green development efficiency of China’ s coal resource-based cities is of positive significance to improve the level of urban green development and build a green China.Taking 22 coal resource-based prefecture-level cities as the research objects, this paper used DEA-SBM model to calculate the spatial and temporal characteristics of green development efficiency from 2007 to 2019.At the same time, it used Malmquist index to decompose their green development efficiency for dynamic evaluation, and combined with Tobit model to analyze the factors affecting green development efficiency.The results show that: From the static point of view, the green development efficiency of China’ s coal resource-based cities shows a small fluctuation and a steady rising trend.In terms of regions, the green development efficiency of coal resource-based cities is higher in the eastern region than in the central region and higher in the western region.In terms of urban types, the green development efficiency of coal resource-based cities is higher in the regenerative city than in the growing city, higher in the mature city than in the declining city.From the perspective of dynamic analysis, the total factor productivity of coal resource-based cities is low, especially the pure technical efficiency and scale efficiency.From the perspective of influencing factors, the per capita GDP,education level and science and technology level of coal resource-based cities have a significant positive impact on the green development efficiency, the proportion of the secondary industry has a significant negative impact on the green development efficiency, while the degree of opening to the outside world has no significant impact on the green development efficiency.
