【摘要】 职业农民培育政策是引领和推动我国职业农民培育高质量发展的重要力量。多年来，职业农民培育政策不断发展演变，回顾职业农民培育政策变迁历程，其经历了理念引导、体系构建、规划领航、高质量发展四个阶段，呈现出明显的渐进性特征。从林德布洛姆的渐进决策理论视角看，职业农民培育政策变迁的主要逻辑包括:基于既有决策经验的政策渐进调适、由量变到质变的政策目标转向、多方决策参与者共同推进的政策动态均衡、受决策者有限理性影响的政策路径选择。展望未来，职业农民培育政策将保持变迁的连续性、逐步实现根本性变革、加大对政策评估的重视。更多还原

【Abstract】 The cultivation policies of professional farmers are important to lead and promote the cultivation of high-quality development of professional farmers in China. Over the years, the policies have been developing and changing. Looking back at the policy evolution, it has gone through four stages, namely the concept guidance, the system construction, the planning navigation,and the high-quality development, showing obvious progressive characteristics. From the perspective of Lindblom’s progressive decision-making theory, policy evolution includes four kinds of main logic. They are policy gradual adjustment that is based on existing decision-making experience, policy goals that shift from quantitative changes to qualitative changes, policy dynamic equilibrium that is jointly promoted by multiple decision-making participants, and policy path selection that is affected by bounded rationality of decision makers. In future, the cultivation policies of professional farmers will maintain the continuity of the evolution,gradually realize the fundamental changes, and increase the emphasis on the policy evaluation.更多还原
