【摘要】 新疆等四地反恐实施办法的出台，对《反恐怖主义法》中的原则性规定进行了细化，弥补了部分领域反恐监管缺失的不足，发挥了吸收地方反恐经验、回应各地反恐需求等作用，但同时也存在对实践难点回应力度不足、程序性规定细化有限等明显局限。就我国反恐法律体系的整体完善而言，应在反恐理念更新的基础上进一步修改完善《反恐怖主义法》及其他配套法律法规，反恐地方立法则宜遵循“有所为有所不为”的基本立场而着重呈现其特色性与操作性优势。更多还原

【Abstract】 The measures of Xinjiang and other three places for implementing Anti-terrorism Law have refined the principled provisions in the Anti-terrorism Law, made up for the lack of antiterrorism supervision in some fields, and played a role in absorbing local anti-terrorism experience and responding to local anti-terrorism needs. At the same time, there are obvious limitations, such as insufficient response to practical difficulties and limited refinement of procedural provisions. As far as the overall improvement of China’s anti-terrorism legal system is concerned, the Anti-terrorism Law and other supporting laws and regulations should be further revised and improved on basis of the necessary renewal of the anti-terrorism concept. The local anti-terrorism legislation should follow the principle of “doing the right thing and avoiding the wrong thing” and thus focusing on showing their characteristics and operational advantages.更多还原
