【摘要】 科技创新在区域经济社会发展中的作用日益增强，知识产权是科技创新的重要支撑。以河北省石家庄市为例，本文通过知识产权的形成、发挥的作用、创造的价值进行客观分析评价，得出知识产权在推动省会经济发展、文化繁荣和社会进步中的成效显著，已日益成为石家庄市创新能力的重要标志、经济发展的战略资源、社会财富的重要象征。本文从政策配套、队伍建设、人才支撑、国内差距等方面分析存在的不足，最后从积极优化知识产权服务资源供给、不断深化知识产权领域“放管服”改革、重视行业监管等五个方面提出相应对策和建议。更多还原

【Abstract】 The role of scientific and technological innovation in regional economic and social development is increasing, and intellectual property is an important support for scientific and technological innovation. Taking Shijiazhuang City in Hebei Province as an example, this article conducts an objective analysis to evaluate the formation,role played and value created by intellectual property rights. The results show that intellectual property rights have been effective in promoting economic development, cultural prosperity and social progress in Shijiazhuang, and have increasingly become an important symbol of Shijiazhuang’s innovation capacity, a strategic resource for economic development and an essential sign of social wealth. This study analyzes the shortcomings from the aspects of policy matching, team building, talent support, domestic gap and so on. Finally, it puts forward countermeasures and suggestions in five aspects, including actively optimizing the supply of intellectual property service resources, continuously deepening the reform of “streamlining the government, delegating power, and improving government services” in terms of intellectual property, and attaching importance to industry supervision.更多还原
