需求和政策驱动的人工智能科技产业发展路径研究——以东莞市机器人智能装备产业发展为例
Research on the Development Path of AI Science and Technology Industry Driven by Demand and Policy——Taking the Development of Robot Intelligent Equipment Industry in Dongguan City, Guangdong Province as an Example
【摘要】 随着人工智能与实体经济融合步伐加快,智能制造成为中国制造业转型升级的方向。基于价值网络分析方法,本文对广东省东莞市机器人智能装备产业发展进行研究。研究结果表明,在制造业转型升级过程中,当出现本地智能化潜在需求却缺乏技术供给的条件下,地方政府通过制定和实施激励政策在刺激有效需求的同时吸引创新资源的集聚,这是推动制造业集群智能化和发展人工智能产业的基本战略选择。培育和完善包括制造企业、人工智能企业、新型研发组织、战略联盟和政府在内的多元创新主体构成的产业创新生态系统是促进智能科技产业化和产业智能化发展的基础。政府积极作用的发挥集中表现为以"双创"为导向,在刺激有效需求和引进创新资源的同时,促进多元创新主体的互动和协同创新。
【Abstract】 With the acceleration of the integration of artificial intelligence(AI)and real economy, intelligent manufacturing is the direction of transformation and upgrading of China’s manufacturing industry.Based on the value network analysis method, this paper studies the development of the robot intelligent equipment industry in Dongguan City, Guangdong Province.The research results show that in the process of transformation and upgrading of manufacturing industry, when there is a potential demand for local intelligent but lack of technology supply, local governments formulate and implement incentive policies to stimulate effective demand while attracting agglomeration of innovative resources, which is the basic strategic choice to promote the intellectualization of manufacturing clusters and develop AI industry.Cultivating and improving the industrial innovation ecosystem composed of multiple innovation subjects including manufacturing enterprises, AI enterprises, new R&D organizations, strategic alliances and the government is the basis of promoting the industrialization of intelligent science and technology and the development of industrial intelligence.The positive role of the government is mainly manifested in “double innovation”as the guidance, stimulating effective demand and introducing innovative resources, at the same time, promoting the interaction and collaborative innovation of multi-innovation subjects.
