【摘要】 粤港澳大湾区所设定的四个核心城市呈“三强一弱”状况。澳门因资源及体制约束，经济“适度多元化”和“强极”发展独力难支。横琴粤澳深度合作区的设立，使澳门实现“强极”的发展目标成为可能。目前横琴合作区建设进展较快，但存在着澳门与横琴相互投资总额不高，活跃度不够；琴澳产业渗透性差和横琴与澳门经济“适度多元化”的衔接尚未成气候等问题。横琴合作区的建设与发展必须以构建“强极”重心区、定向产业和“塑性”体制区域为基本着力点。促进横琴粤澳深度合作区建设的对策措施，必须采取对澳门和珠海系统进行“同城”规划、构建及不断完善“塑性”体制环境、系统构造良好投资环境和推进与粤港澳大湾区产业协调发展等对策措施。更多还原

【Abstract】 The four core cities set by the Guangdong-Hong Kong-Macao Greater Bay Area are in a state of "three strong poles and one weak pole" condition. Due to resource and system constraints, Macao’s economic "appropriate diversification" and "strong pole" development cannot be supported on its own. The establishment of Guangdong-Macao in-depth cooperation zone in Hengqinhas made it possible for Macau to achieve the development goal of "strong pole". At present, the construction of the Hengqin Cooperation Zone is progressing rapidly, but there are problems such as low mutual investment between Macao and Hengqin and insufficient activity; the poor industrial penetration of Hengqin-Macao and the "appropriate diversification" of Hengqin and Macao’s economy have not yet become active. The construction and development of the Hengqin Cooperation Zone must focus on the construction of a "strong pole" center of gravity, oriented industries, and a "plastic" system area.
