【Abstract】 The paper aims to reveal that the governance of ethics of AI needs to respond to the hegemony over ethics of AI that is controlled by the private digital regime, the lag of regulations of sovereign states, and the state of anomie of the governance of AI.It proposes an analytical framework on ethics of AI based on the interaction between machine decision-making and humanistic use of AI, and thereby provides an insight into typical ethical issues relating to prediction and decision making drawn from data and algorithms. Within the framework, it further delineates ethical issues on AI in education and the reciprocal roles of education in developing values and practical competencies needed by ethical use of AI. It concludes by providing recommendations on institutional innovation needed by an integrated approach to the AI-driven transformation of education and the governance of ethics of AI.更多还原
