【摘要】 算法推荐作为智能化技术的代表，能够通过大数据对用户的喜好进行评估，从而为用户提供私人化信息服务。但与此同时，也引发了算法推荐的强制获取、隐性偏见、自主决策等诸多风险。伴随着《互联网信息服务算法推荐管理规定》的出台，我国初步形成了以安全综合监管、用户权益保障、社会生态服务为主要内容的算法推荐治理格局。在算法推荐新规的基础上，通过本体的规范与解释、法律的赋权与救济、社会的监管与伦理三重要素进行规制路径优化，以发挥算法推荐服务的正向效应，促进算法推荐领域的可持续发展。更多还原

【Abstract】 As a representative of intelligent technology, algorithmic recommendation can provide users with personalized information service by evaluating users’ preferences through big data. However, at the same time, it also raises various risks such as mandatory access, implicit bias and autonomous decision-making. With the introduction of the “Regulations on the Administration of Algorithmic Recommendation of Internet Information Services”, China has initially formed a governance pattern of algorithmic recommendation with the main contents of comprehensive oversight of safety, protection of users’ rights and interests, and social ecological services. On the basis of the new regulation of algorithmic recommendation, the regulatory path is optimized through the triple elements of ontological regulation and interpretation, legal empowerment and relief, and social regulation and ethics, in order to bring into play the positive effect of algorithmic recommendation services and promote the sustainable development of the algorithmic recommendation field.更多还原
