【摘要】 通过分析5个发达国家和地区16部与健康信息隐私保护相关法律法规，为我国居民电子健康档案开放隐私保护方案的制定提供参考。运用文献分析和网站调研的方法，获取相关政策法规，从个人电子健康信息的概念、隐私信息泄露、责罚方式、个人健康信息隐私保护法律法规的发展历程进行分析。最后从明确电子健康档案隐私保护内容、制定隐私保护管理和奖惩机制两个方面对我国居民电子健康档案隐私保护提出建议。更多还原

【Abstract】 To analyze sixteen laws and regulations related to health information privacy protection in five developed countries and regions, so as to provide references for formulating privacy protection policies for the opening of residents’ electronic health records in China. This paper uses the research methods of literature analysis, website research to obtain information of related policies and regulations, and analyzes the concept of electronic personal health information, the disclosure of private information, the way of punishment, and the development process of the privacy protection laws and regulations of personal health information. Finally, this paper recommends the privacy protection of Chinese residents’ electronic health records from two aspects: clarifying the privacy protection content of electronic health records, formulating privacy protection management, reward and punishment mechanism.更多还原
