【摘要】 近年来，学术界对中国公共政策扩散现象进行了大量的研究并形成了丰富的本土化理论，然而这些理论仍显零散。论文从“何为扩散、如何扩散、为何扩散到扩散什么”系统地梳理了我国的公共政策扩散理论。在这四个维度中，政策扩散理论主要关注概念内涵与标准界定、扩散模式与路径、扩散机制与影响因素、扩散内容和结果的差异性等主要议题，目前的研究趋势表现为从政策扩散表现与过程、机制与模式为导向到结果为导向的转变。在此基础上，尝试构建基于中国特色的政策扩散理论体系，并从明晰政策概念、创新研究方法、挖掘模式机制、重视扩散效果以及关注扩散过程关联性等方面，凝炼出中国公共政策扩散未来的研究议题。更多还原

【Abstract】 In recent years, the Chinese academic circle has conducted considerable research on Chinese public policy diffusion and formed a variety of theories, but these theories are not quite systematic. This article systematically sorts out the policy diffusion theories in China from “what is diffusion, how and why diffusion arisesand diffuse what”. In these four dimensions, the public policy diffusion theories in China mainly focus on the main issues such as concept connotation and standard definition, diffusion mode and path, diffusion mechanism and influencing factors, and the difference between diffusion contents and results. Moreover, the current research is changing from a policy diffusion performance and process, mechanism and model-oriented nature to a result-oriented nature. On this basis, this article tries to build a theoretical system with Chinese characteristics, and abstract future research topics in this field oincluding clarifying policy concepts, innovating research methods, mining models and mechanisms, paying attention to diffusion effects and the correlation of diffusion processes.更多还原
