【摘要】 近年来，随着国家相对实力的下降以及全球霸权地位的持续衰落，美国霸权护持的现实性需要和战略性诉求愈发凸显。基于此，美国大力实施“印太战略”,竭力建构多点状、网络化的“印太同盟体系”,既重视拉动日印澳等印太盟友和伙伴聚合战略指向、协调集体行动，又着力牵引英法德等欧洲盟友追随美国“印太战略”、开展印太实践行动，以促进印太和跨大西洋体系融合与互持，企图推进“印太北约化”。美国建构“印太同盟体系”既是其进行霸权护持、重塑全球领导地位的重要依托，又是应对中国崛起、压缩中国发展空间的重要手段。“印太同盟体系”的建构会对印太地区的政治、经济和安全秩序造成深刻影响，更会冲击中国在印太地区的经济安全和战略利益，不利于中国与印太国家关系的正常发展。所以，中国需要深入分析美国建构“印太同盟体系”的动因与举措，做好战略认知、资源储备与策略选择，维系印太地区战略格局的和谐与稳定。更多还原

【Abstract】 In recent years, the national strength of the U. S. has declined relatively, its global hegemonic status has continued to decline, its hegemonic anxiety and sense of crisis have increased, and the realistic demand and strategic necessity for the U. S. to safeguard its hegemony have become increasingly prominent. The U. S. vigorously implements the “Indo-Pacific Alliance System” and strives to construct a multi-point and networked “Indo-Pacific Alliance System” under the leadership of the U. S.. The “Indo-Pacific Alliance System” not only attaches importance to pulling the Indo-Pacific allies and partners, such as Japan, India and Australia to gather strategic direction and coordinate collective actions, but also attaches importance to drawing the European allies such as Britain, France and Germany to follow the U. S. “Indo-Pacific Strategy” and carry out Indo-Pacific practical actions, promoting the integration and mutual support of the Indo-Pacific and transatlantic systems, attempting to promote the“NATOrization of the Indo-Pacific”. This is not only an important means for the U. S. to maintain its hegemony and reshape its global leadership, but also an important means to cope with China’s rise and reduce China’s development space. The construction of the “Indo-Pacific Alliance System” will have a profound impact on the political, economic and security order of the Indo-Pacific region, and will also impact China’s economic security and strategic interests in the Indo-Pacific region, which is not conducive to the normal development of China’s relations with the countries around the Indo-Pacific region.
