【摘要】 清洁空气是建设美丽中国的基本条件之一。近年来，我国雾霾天气频发，对社会经济、生态环境带来巨大的冲击，严重影响公众的身心健康及正常的工作生活秩序。构建科学合理的雾霾防治政策体系是打赢蓝天保卫战和美丽中国建设的制度保障。本文通过系统整理2010-2020年247份雾霾防治政策文本，建立文本库，借助SPSS、ROST和NVivo等研究工具对选取的政策样本进行定量和定性分析。研究发现，我国雾霾防治政策体系存在专项雾霾防治政策仍显不足、公众参与机制有待健全、部分地区雾霾防治政策出台滞后等相对突出的问题。更多还原

【Abstract】 Clean air is one of the basic conditions for building a beautiful China.In recent years, frequent smog weather in China has brought huge impacts on the social economy and ecological environment, seriously affecting the public’s health and normal work and life order.Establishing a scientific and rational policy system for preventing and controlling smog is the institutional guarantee for winning the battle against blue skies and building a beautiful China.The study systematically sorted out 247 prevention and control policy texts from 2010 to 2020,established a text database, and conducted quantitative and qualitative analysis of selected policy samples with the help of research tools such as SPSS,ROST and NVivo.The study found that China’s smog prevention and control policy system has relatively prominent problems, such as the lack of special smog prevention and control policies, the public participation mechanism needs to be improved, and the lag of smog prevention and control policies in some regions.更多还原
