【摘要】 真实性与完整性作为突出普遍价值（OUV）的3大支柱之一，是世界遗产保护管理与评估工作中的重要工具。在2021年世界遗产大会上，委员会就自然遗产的完整性问题进行了多次讨论，引起了多方关注。文章系统梳理了世界遗产领域“完整性”概念的发展历程，对历次《实施〈世界遗产公约〉操作指南》（以下简称《操作指南》）有关自然遗产完整性要求的修订、世界遗产中心和咨询机构的相关研究成果进行了回顾分析。结合本届大会上涉及自然遗产完整性讨论的具体案例整理，归纳得出当下完整性评估的主要争议，以对世界遗产中心、咨询机构、委员会缔约国等多方主张、认知与评估程序加以分析。文章认为：当下自然遗产完整性问题的根本争议来源于可持续发展与保护之间的兼容问题，应坚持基于遗产价值的“相对完整性”原则，以期实现世界自然遗产的有效保护管理。更多还原

【Abstract】 Authenticity and integrity, as one of the “Three Pillars” of Outstanding Universal Value, is an important tool in the management and evaluation of World Heritage.At the extended 44th session of the World Heritage Committee in 2021, the Committee has held several discussions on the integrity of natural heritage. This paper reviews the development of the concept of “integrity”, analyzes the revisions of the Operational Guidelines on the requirements of natural heritage integrity and the relevant research of the World Heritage Centre and Advisory Bodies. The article summarizes the controversies of integrity assessment in cases of natural heritage integrity discussions at this session,analyzes the claims, perceptions and assessment procedures of the World Heritage Centre,Advisory Bodies, the Committee and States Parties. The paper argues that the fundamental controversy over the integrity of natural heritage today, stems from the balance between sustainable development and protection, the principle of “relative integrity” based on heritage values should be upheld in order to achieve effective protection and management of natural world heritage.更多还原
