高速公路分级管控措施实施方法研究
Study on the implementation method of hierarchical management and control measures of expressway
【摘要】 随着国民经济水平的提升及城市间交通运输日益频繁,高速公路作为区域城市间公路快速运输通道,通行流量不断增加,尤其是节假日车流集中出行期间,流量增加导致的拥堵问题日益凸显。近年来,江苏省积极采取多类型管控措施用以提升路段通行效率、降低事故发生率,然而整体管理相对粗放,不同道路管理单位采用的措施差异较大,缺少统一性,难以保障策略的最终实现效果。因此,本文从江苏省路网历史拥堵数据出发,首先选定v/C、拥堵里程、拥堵时长等分级预警指标,划分分级预警指标体系并匹配不同分级管控策略;最后整理路网管控措施,提出分级管控实施细则,制定路段节点交通渠化、匝道车辆交替放行、科学管控应急车道、收费站点车辆驶入及临时借道通行多项策略实施标准流程。
【Abstract】 With the improvement of the national economic level and the increasing frequency of inter city transportation, as a regional inter city highway rapid transportation channel, the traffic flow of expressway is increasing, especially during the centralized travel of traffic flow on holidays. The congestion caused by the increase of traffic flow is becoming increasingly prominent. In recent years, Jiangsu Province has actively taken many types of control measures to improve the traffic efficiency of road sections and reduce the accident rate. However, the overall management is relatively extensive. The measures adopted by different road management industries are quite different and lack of unity, which makes it difficult to ensure the final effect of the strategy. Therefore, starting from the historical congestion data of road network in Jiangsu Province, this paper first selects the hierarchical early warning indicators such as v/C, congestion mileage and congestion duration, divides the hierarchical early warning index system and matches different hierarchical management and control strategies; Finally, this paper sorts out the road network management and control measures, puts forward the detailed rules for the implementation of hierarchical control, and formulates the standard process for the implementation of a number of strategies such as traffic channelization at road nodes, alternate release of ramp vehicles, scientific control of emergency lanes, vehicle entry at toll stations and temporary bypass.
