【摘要】 厘清伦理原则与规则的关系是推动科技伦理正当治理的关键。伦理原则与规则作为科技伦理的两个基本要素，既有区别又有联系。伦理原则是伦理规则制定的基础和方向；伦理规则是遵循伦理原则的最直接表达，是提高伦理治理效果的有效手段，其中，伦理准则是普适性较强的通用标准规则。通过对伦理原则与伦理准则的关系辨析，提出科技伦理原则在伦理规则中的表现方式及合理运用，以推动国家生物医学科技伦理治理体系的完善。更多还原

【Abstract】 Clarifying the relationship between ethical principles and rules is the key to promote the legitimate governance of scientific and technological ethics. Ethical principles and rules, as the two basic elements of science and technology ethics, are both different and related. The ethical principles are the basis and direction of the formulation of the ethical rules which are the most direct expression of following the ethical principles and an effective means to improve the effect of ethical governance. Among them, ethical standards are the general standard rules with strong universality. Based on the analysis of the relationship between the ethical principles and the ethical guidelines, this paper put forward the expression mode and reasonable application of science and technology ethical principles in the ethical rules, so as to promote the improvement of the national ethics governance system of biomedical science and technology.更多还原
