区域异质视角下中国工业CO2协同减排及扩展效应分析
Analysis of Synergistic Emission Reduction and Expansion Effects of China’s Industrial Carbon Dioxide from the Perspective of Regional Heterogeneity
【摘要】 面对全球气候异常挑战及国内大气污染排放的双重压力,“协同控制”已经成为中国工业可持续发展的重要战略任务和优化选择。文章基于区域异质视角,以工业CO2对SO2的协同减排为着力点,运用计量模型分析工业CO2对SO2的协同减排效应及扩展效应,论证工业部门CO2对SO2协同减排的区域异质性。研究表明:工业CO2对SO2的协同减排及扩展效应总体显著,但是技术创新能力与环境规制强度存在滞后效应,且低碳技术的滞后性会弱化协同减排效应,因此需要探索温室气体与大气污染物协同控制的技术工艺,加强协同创新;工业CO2对SO2的协同减排及扩展效应存在区域差异,东部和中西部地区具有更显著的协同减排效应,东北及西部地区技术创新能力的协同减排和扩展效应均存在滞后性,环境规制强度的政策效果在东部和西部地区的滞后性也更加显著,因此应针对不同区域制定不同的协同减排实施方案。
【Abstract】 Facing the dual pressures of international climate challenge and domestic air pollution, “synergistic control” has become the important strategic task and optimization option for the sustainable development of China’s industrial sector. Based on the perspective of regional heterogeneity, the paper focuses on the synergistic emission reduction of industrial CO2 on SO2, builds an empirical model to quantify the synergistic emission reduction effects and expansion effects of industrial CO2 on SO2, and demonstrates the regional heterogeneity of the synergistic emission reduction of CO2 on SO2. The research shows that: the synergistic emission reduction and expansion effects of industrial CO2 on SO2 are generally significant. However, there are lagged effects existed in technological innovation capability and environmental regulation intensity, and the lagging of low-carbon technology will weaken the synergistic emission reduction effects. Therefore, it is necessary to explore synergistic control technology processes of Greenhouse Gases and atmospheric pollutants, and strengthen collaborative innovation. There are regional differences in the synergistic emission reduction and expansion effects of CO2 on SO2. The eastern, central, and western regions have more significant synergistic emission reduction effects, while the technological innovation capabilities in the northeast and western regions have lagged effects. The lagged effects of environmental regulation intensity are more significant in the eastern and western regions, and different synergistic emission reduction implementation plans should be formulated for different regions.
