【摘要】 高校作为人才培养基地和教学科研单位，人才培养和学术能力同等重要。首先要明确“为谁培养人”的问题，在这方面，党组织的思想引领作用就显得尤为重要。在高校基层党建工作中，“双带头人”支部书记的机制，能够更大程度发挥支部书记以及支部的战斗堡垒作用，从思想上引领团队，凝魂聚力，实现团队学术能力的不断提升，同时，在人才培养的过程中自觉强化党组织的思想引导作用，更好地培养社会主义建设者和接班人。“双带头人”支部书记的机制，在高校基层党建与教学科研工作双融合、双促进、双提高方面也展现了一定的效果。但在具体实施过程中，也面临一系列新的形势和挑战，为了更好的发挥“双带头人”的作用，对这些问题，必须采取切实措施加以解决。本文对“双带头人”在基层党建工作中存在的问题进行探讨并给出相应的对策建议。更多还原

【Abstract】 As a base of student cultivation and teaching and scientific research institutions, student cultivation and scientific research ability are equally important to universities. It is essential to clarify the question of "who to cultivating talent for ". The Party plays its ideological leading role, that is particularly vital in this aspect. With the mechanism of "academic leader and head of Party construction" branch secretaries, in the grass-roots work of universities, will be more important for the Party branch secretaries and the fighting force of the Party branches. Ideologically, it leads our teams, makes joint efforts for the Party’s educational cause while realizing the continuous improvement of team’s academic ability. During the process of student cultivation, it consciously strengthens the ideological guiding role of the Party, so as to better nurturingsocialist builders and successors.
