【摘要】 无偿献血临床用血费用直接减免是国家大力推行的一项惠民政策。但在政策落实过程中,存在申报失信、结算无序、监管松懈等潜在风险。对此,提出相关单位应健全用血费用直免管理制度,强化关键控制点和风险防控点管理,提升申报诚信及规范履责意识,从而有效发现和预防资金安全风险。更多还原

【Abstract】 The direct reduction or exemption of clinical blood expenses for voluntary blood donation is a policy of benefit to the people vigorously implemented by the state.However,in the process of policy implementation,there are potential risks such as dishonest declaration,disorderly settlement and lax supervision.In this regard,it is suggested that relevant units should improve the management system of direct exemption of blood expenses,strengthen the management of key control points and risk prevention and control points,and improve the reporting integrity and standardize the awareness of responsibility performance,so as to effectively discover and prevent the risk of fund safety.更多还原
