基于WBS-RBS的道路危险品运输风险识别与分析

【摘要】 为了探究道路危险品运输过程中存在的风险因素,结合国内外研究现状,将道路危险品运输过程分为前置检查、装货、运输、实时监测、卸货与交付等五个主要作业类别,确定人员、物品、环境、管理四种风险因素,通过构建WBS-RBS风险矩阵,识别危险品运输中存在的风险,探寻流程与风险之间的逻辑关系,最终针对所存在的不同风险提出相应的对策与建议,为道路危险品运输安全管理提供参考。

【Abstract】 To explore the risk factors in the process of dangerous goods transportation by road, combined with the current research status at home and abroad, the paper divided the dangerous goods transportation process into five main operation categories, namely precheck, loading, transportation, real-time monitoring, unloading and delivery. Next, It determined the four risk factors which are personnel,goods, environment and management, and identified the risks in the transportation of dangerous goods by constructing the WBS-RBS risk matrix. Next it explored the logical relationship between the process and these risks and proposed the corresponding countermeasures and suggestions for different risks, providing reference for the safety management of dangerous goods transportation by road.
