【摘要】 人工智能赋能创新发展已经成为世界诸国提升国际竞争力的战略性选择。提升全民人工智能素养对于推进人工智能的发展与应用有着重要意义。芬兰在欧盟率先提出了人工智能战略规划，并将全民人工智能素养教育纳入其中。芬兰因其卓越的教育成就受到众多研究者关注，在推进全民人工智能素养教育时也有明确的目标定位、具体的实施策略、完善的实践平台与充分的研究支持，在以下四方面值得借鉴：芬兰以提升国民素养激活国家创新活力作为全民人工智能素养教育的目标导向；通过加强专业教育培养人工智能专门人才、开展普及性教育、面向企业提供个性化提升式教育等方式分类施策；通过搭建体验式、沉浸式应用平台与场景提供人工智能素养教育实践平台；通过开展人工智能本体研究与人工智能教育应用研究助力基于证据的人工智能素养教育。更多还原

【Abstract】 AI-enabled innovative development has become a strategic choice for countries around the world to enhance their international competitiveness. Improving national artificial intelligence literacy is of great significance for promoting the development and application of artificial intelligence. Finland took the lead in proposing an artificial intelligence strategic plan in the EU,and artificial intelligence literacy education for all has been designed within the plan. Finland has attracted the attention of many researchers because of its outstanding educational achievements. It also has clear goals,specific implementation strategies,perfect practice platforms and sufficient research support in promoting artificial intelligence literacy education for all. Firstly,promoting national competitiveness and innovative development is highlighted as the goal of artificial intelligence literacy education for all. Secondly,the methods are classified and implemented by strengthening professional education to cultivate artificial intelligence professionals,carrying out universal education,and providing personalized education for enterprises. Thirdly,artificial intelligence literacy education practice platform is provided by building experiential and immersive application support and scenarios. Fourthly,research on artificial intelligence itself and its application in education has given evidence-based support for the literacy education.更多还原
