上海市健康产业园高质量发展策略研究

【摘要】 目的:分析上海市健康产业园的发展现况,剖析其发展障碍,提出高质量发展路径和策略。方法:通过实地调研和调查问卷了解上海市10个健康产业园的现况和问题,结合专家访谈和国内外健康产业园发展经验提出政策建议。结果:上海市已经形成“5+X”健康产业园布局。但存在缺乏统一谋划和政策落地工具;医院、企业、高校和科研机构间资源整合度不高,产学研结合不紧密;发展领域不突出,尚未形成突破性和高产值的产业链;多个横向部门以及政府、园区、企业等纵向联动不足,部门间联动机制尚未建立;产学研专业平台和综合信息平台等公共服务平台欠缺等问题。结论:加强顶层统筹,制订可操作可落地的实施方案;以医学创新为突破点,建立市级产学研转化平台;做强国际医疗服务,整合公立和民营医院资源;加强各部门沟通,建立协同发展机制;坚持园区市场化专业运作,提高服务意识;培育龙头企业和重点产品;积极培育和引进各类服务平台;发挥国有资本对健康产业的支撑作用。

【Abstract】 Objective:To analyze the situation and the development problems of health industry parks in Shanghai,so as to propose high-quality development paths and strategies.Methods:Through field research and questionnaires,the situation and problems of health industry parks in Shanghai are investigated to propose policy suggestions by combining expert interviews and domestic and international health industry park development experiences.Results:A "5+X" health industry park layout has been formed in Shanghai.However,there is a lack of unified planning and policy implementation tools.Insufficient vertical linkages of multiple horizontal departments as well as government,parks and enterprises,and inter-departmental linkage mechanisms have yet to be established.There is a lack of public service platforms such as professional platforms for industry-academia-research and comprehensive information platforms.Conclusion:It is suggested to strengthen top-level coordination and formulate operable implementation plans;take medical innovation as a breakthrough point and establish municipal-level industry-university-research transformation platforms;strengthen international medical services and integrate public and private hospital resources;strengthen communication among various departments and establish a synergistic development mechanism;adhere to market-oriented professional operation of the park and improve service awareness;cultivate leading enterprises and key products;actively cultivate and introduce various service platforms;play the supporting role of state-owned capital for health industry.
