【摘要】 目的:深入系统的分析我国生物医药产业政策现状,揭示现有政策存在的问题,以期为产业健康发展提供科学的参考依据。方法:采用质性研究的开放式编码方法对我国2011年至今的国家层面出台的44份生物医药产业政策进行编码,并基于政策工具—生物医药产业参与主体—创新价值链的三维分析框架进行量化分析。结果:生物医药产业政策的政策工具呈现偏环境型、轻需求型、生物医药产业参与主体中政策分布不均衡、创新价值链维度生物医药产业发展阶段不连贯。结论:应优化调配政策工具、发挥各参与主体作用价值、有效衔接生物医药创新发展阶段政策实施效用的对策建议。更多还原

【Abstract】 Objective:To analyze the current situation of China’s biomedical industry policy,reveal the problems of existing policies,and provide scientific references for the healthy development of the industry.Methods:It uses the open coding method of qualitative research to code 44 biomedical industry policies issued at the national level from 2011 to now,and carries out quantitative analysis based on the policy tool,biomedical industry participants,innovation value chain.Results:The policy tools of the biomedical industry policy are environment-oriented and demand-oriented,the policy distribution among the participants of the biomedical industry is unbalanced,and the development stage of the biomedical industry in the dimension of innovation value chain is not consistent.Conclusion:The countermeasures and suggestions for optimizing the deployment of policy tools,giving full play to the role value of each participant,and effectively connecting the policy implementation effectiveness of biomedical innovation development stage are put forward.更多还原
