【摘要】 随着乡村振兴战略的全面实施，农村居民日益增长的美好生活需要和农村体育基本公共服务不平衡、不充分之间的矛盾渐显突出，迫切需要改革供给机制，以满足农村居民对健康生活的追求。通过文献资料调研、问卷调查和深度访谈等方法，对当前农村体育基本公共服务供给实态和供给机制特征进行剖析。研究发现，供给方面存在以下问题：体育场地设施供给中“供给错位”“一刀切”现象依然存在；行政村级的体育文化活动次数和规模有待提升；农村体育组织建设在数量、种类和工作方式上要持续发力；农村体育制度建设较为完备，但基层配套制度建设及执行不力；经费投入多元化但总体缺口较大；村（镇）健身指导、信息服务和体质监测广度和质量有待提升；居民体育基本公共服务总体满意度有待提高，期望度呈现指标差异；居民体育需求表达意愿不强。供给机制特征表现为：供给主体多元化但服务意愿不强，且呈现服务意识差异化；村镇居民体育锻炼积极性高和参与体育公共服务主动性低并存；体育基本公共服务内容多样化和差异性正在形成；村镇居民体育基本公共服务需求表达不足；农村体育组织管理网格化渐现；农村体育基本公共服务供给机制碎片化和项目供给效益空无化尚存。由此提出供给机制创新路径：构建多元主体协同联动供给网络化平台；构建政府、市场、社会组织共同参与的分层供给机制；构建联合、混合型供给模式的选择模型；构建多元协同联动的运行机制；立足生态体育，走城乡融合服务治理新格局。更多还原

【Abstract】 With the full implementation of the Rural Revitalization Strategy, the contradiction between the growing needs of rural residents for a better life and the imbalance and insufficiency of rural sports basic public services has become increasingly prominent. There is an urgent need to reform the supply mechanism to meet the pursuit of healthy life of rural residents. Through the methods of literature, questionnaire and in-depth interview, this paper analyzes the actual situation and characteristics of the supply mechanism of basic public services of rural sports. Supply problems: In the supply of sports venues and facilities, the “supply dislocation” and “one size fits all” still exist; there is a lot of room to explore the number and scale of sports and cultural activities at the administrative village level; the construction of rural sports organizations should continue to make efforts in terms of quantity,types and working methods; the construction of rural sports system is relatively complete, but the supporting system and implementation at the grass-roots level are not effective; the fund investment is diversified, but the overall gap is large; fitness guidance, information services and physical fitness monitoring need to be improved at the village and town level; the overall satisfaction of residents’ basic sports public services needs to be improved, and the expectation shows index differences; residents are not willing to express their sports needs. Characteristics of supply mechanism: The supply subject is diversified, but the service willingness is not strong and shows a difference in service awareness; village residents have high enthusiasm for physical exercise and low initiative to participate in sports public service; the diversity and difference of sports basic public services are taking shape;the expression of rural residents’ basic public sports services is insufficient; the grid management of rural sports organizations is becoming more and more popular; the fragmentation of rural sports basic public service supply mechanism and the emptiness of project supply benefits depend on each other. Therefore, the innovation path of supply mechanism is put forward: Constructing a networked platform for multi-agent collaborative linkage supply; build a layered supply system with the participation of government, market and social organizations; build the selection model of combined and mixed supply mode; construct the operation mechanism of multiple coordination and linkage; based on ecological sports, take a new pattern of urban-rural integration service governance.更多还原
