【摘要】 促进两岸融合发展是当前大陆惠台政策的核心目标，台胞在大陆的社会融入状况是衡量两岸融合发展的重要面向。本研究采取经济融入、生活融入、社交融入和心理融入四个维度共13个指标建构在陆台胞社会融入评估指标体系，依据该评估指标体系，以平潭综合实验区为案例，采用深度访谈的方法，分析评价新时期大陆惠台政策对台胞社会融入的成效。研究结果显示：平潭惠台政策取得较大成效，但也存在诸如政策回应台胞诉求不够充分、政策执行力度尚嫌不足等问题。未来各省区市在贯彻落实惠台政策时，可借鉴平潭的经验，及时转换政策思路，大力提升政策执行力度，积极建构惠台政策评估体系，充分发挥政策调节效应，彰显政策成效，推进两岸融合发展。更多还原

【Abstract】 The major goal of the mainland’s huitai(Benefiting Taiwan) policy is to achieve the integration and development of the two sides of the Straits, of which the social inclusion of the Taiwan compatriots in the mainland is a key aspect. This study aims to establish an evaluation system of the cross-Straits integration using a framework of four dimensions(economic, life, social and cultural) and thirteen criteria. We apply the evaluation system to the case study of the Pingtan Comprehensive Experimental Zone, where in-depth interviews were conducted, to analyze and evaluate the effectiveness of the huitai policy in social inclusion of Taiwan compatriots. The research results show that Pingtan’s policy to benefit Taiwan has achieved great results but also encountered challenges, which include the policy’s insufficient attention to the needs of Taiwan compatriots, the poor implementation, as well as the limitation of the city’s service capacity. The Pingtan data provide important lessons for other provinces and cities: To improve policy effectiveness and facilitate the integration of both sides of the Straits, it is essential to adjust policies timely, implement the procedures vigorously, adopt an evaluation system, andensure the policy regulation effect.更多还原
