【摘要】 英语原本是英吉利民族的语言，然而，伴随英国在海外的殖民扩张，英语以语言变体形式在全球范围内普及并形成大英帝国强大的文化“软实力”作用，在当下的资本主义文化逻辑内则成为美国霸权主义称霸世界的话语工具之一。英语的普及现象有其社会、政治、经济、文化和民族等多种影响因素，同时也是当代语言哲学转向及英语文化“软实力”建构、解构与重构的结果。作为一把双刃剑，英语的普及一方面有益于发展中国家吸收英美发达国家的先进科技成果，为自身的发展服务，另一方面受教育宗旨及相关政策等原因的影响，在一定程度上又会形成负面效应，如抑制社会成员的合理流动并形成社会成员竞争中的不公平现象，甚至成为发展中国家的文化安全问题。因此，对于人类命运共同体建设而言，英语普及现象及其文化“软实力”作用就形成了其意识形态层面的意义。更多还原

【Abstract】 English was originally the national language spoken by the British people. Nevertheless, with the expansion of the British overseas colonization, English formed the effect of cultural soft power of the British Empire with its various variants in the world, and nowadays it has become one of the tools by which the American hegemonism controls the world. The phenomenon of English popularization has been influenced by the various factors of its politics, economics, culture and nationality, at the same time it has been resulted both from the contemporary influence of the linguistic turn in the field of philosophy and the consequence of the construction, deconstruction and reconstruction of its cultural soft power. As a double-edged sword, the popularization of English is beneficial for the developing countries to learn the advanced science and technology from the developed countries like UK and the US, so that it serves the development of their own, but on the other hand, it, in certain extent, has its passive effect, such as the block effect to the personnel flow and the unfair phenomenon in the competition among the social members because of the aim of English education and its related educational polices, even the problem of cultural safety to the developing countries.Therefore, it forms the significance in the realm of ideology for the construction of the destiny of mankind community with the phenomena of English popularization and the effect of its cultural power.更多还原
