【摘要】 在全球能源转型背景下,近年来俄罗斯对国际社会应对气候变化的倡议做出了积极回应,确保生态安全已上升为国家战略。在确认可再生能源的安全性、经济性和可行性的同时,俄罗斯将以平衡、渐进的方式实现本国能源产业的转型,意图在此过程中瞄准、进入世界高科技市场具有自身特色的专长领域,以维系和巩固其能源大国地位。中俄在向清洁能源转型、参与全球气候治理方面存在基本共识,两国在低碳技术创新、核能治理、氢能源产业发展、可再生能源电网互联互通、森林生态固碳和国际碳交易市场融合等领域大有可为。当前,全球气候变化治理与能源转型合作已成为新时代中俄全面战略协作伙伴关系的重要组成部分,这不仅为两国绿色发展注入新动能,并将更加自主地塑造全球能源转型的形态与合作方式。更多还原

【Abstract】 In the context of the global energy transition,Russia has responded positively to the international community’s initiatives to address climate change in recent years,ensuring that ecological security has become a national strategy.While recognizing the security,economic efficiency and feasibility of renewable energy,Russia will transform its energy industry in a balanced and gradual manner.In this process,Russia intends to target and enter the world’s high-tech market with its own expertise,in order to maintain and consolidate its position as an energy power.China and Russia have a basic consensus on transforming to clean energy and participating in global climate governance.The two countries have a great potential in such areas as low-carbon technology innovation,nuclear energy governance,development of hydrogen energy industry,grid interconnection of renewable energy sources,ecological carbon sequestration in forest and integration of international carbon markets.At present,the global cooperation on climate change governance and energy transformation has become an important component of China-Russian comprehensive strategic partnership of coordination for the new era.This will not only inject new impetus into the green development of the two countries,but also will shape the global energy transformation and cooperation in a more proactive manner.更多还原
