【摘要】 实现党对社区治理及其规范化各项工作的有力领导，离不开党的自身建设的不断推进。党的制度建设对社区治理规范化的引领作用表现为提供方向指引和原则依据、提供强有力的领导力量、党员行为规范化的示范效应，以及党的制度创新所带来的精神动力等。在社区治理实践中，党的制度建设存在主动性不够、制度执行不到位、党建意识和法治观念薄弱、相关制度不健全和开放性不足等问题，制约社区治理规范化建设。从体制环境、领导能力、党员行为、考核监督及群众参与等方面将党的领导有机地融入基层治理自治、法治和德治之中，为社区治理中党的制度建设提供顺畅的体制环境，发挥党的制度建设对社区治理规范化的引领作用。更多还原

【Abstract】 To realize the party’s effective leadership of community governance and its normalization is inseparable from the continuous advancement of the party’s self-construction. The leading function of the party’s system construction to the normalization of community governance is as follows: to provide direction guidance and principle basis to provide a strong leadership, the demonstration effect of the normalization of party members’ behavior, and the spiritual power brought by the party’s system innovation. In the practice of community governance, there are some problems in the party’s system construction, such as lack of initiative and inadequate system implementation, which restrict the normalization of community governance.
