【摘要】 围绕国家实验室建立的科技创新体系是提升我国综合国力和核心竞争力的关键。多个城市已积极筹建了服务于国家战略目标和区域产业经济的区域实验室以争创国家实验室。科技创新体系的快速发展和完善是寻求高校科研突破的契机。本文结合国家/区域实验室的战略定位、基本职能和发展现状，探讨目前高校在融入国家/区域实验室的建设过程中存在问题和挑战，借鉴国际上成熟的国家科技创新体系的发展经验，从发挥高校优势、促进高校发展的角度出发，在科研规划、人才培养、体制创新等方面提出了建议。更多还原

【Abstract】 The development of a technology innovation system based on national laboratories is a critical approach to improve the comprehensive national strength and core competence of China.To strivefor national laboratories, many cities have already started the construction of local laboratories, whichservesfor national strategies and local economic development. The rapid progress and optimization of the technology innovation system is agreat opportunity for universities to make a breakthrough inthe research system.This article reviewsthestrategic positions, primary functions, and developing situation of national and local laboratories in China, discusses current difficulties and challenges that universities encounter when engaging in the development of national and local laboratories, summaries theproven experience of international developed technology innovation system, and proposes suggestions regarding research planning, talent cultivation, and system innovation to take the advantages of universities and promote their development.更多还原
