【摘要】 优化营商环境，在辽宁“十四五”发展规划17项重点任务中被排在首位。辽宁营商环境的核心问题是营商环境生态系统存在短板，主要体现为政府有关部门存在失信行为、制度性交易成本和生产要素成本不具优势及政策红利空间有限等。掣肘辽宁营商环境改善的根本原因在于，受传统思维方式影响，政务人员的服务意识和主动作为的工作作风还没有真正建立起来，政务管理机制和政策法规不太完善。优化辽宁营商环境，着力点在于营建以强化政府公信力、依法行政和科学合理的政务管理体制为主要内容的营商生态环境。民主监督是推动营商生态环境优质化建设的重要力量；建立多向度的信访通道和多渠道的联系制度，提高民主监督的评价权威和地位，是促进营商环境建设的有力保障。更多还原

【Abstract】 Optimizing the business environment tops the list of 17 key tasks in Liaoning’s 14th Five-Year Development plan. The core problem of Liaoning’s business environment is the weakness of the business environment ecosystem, which is mainly reflected in the dishonest behavior of the relevant government departments, institutional transaction costs and the cost of production factors are not advantageous, and the policy dividend space is limited. The fundamental reason for the improvement of Liaoning’s business environment is that influenced by the traditional way of thinking, the service consciousness and proactive work style of government officials have not been really established, and the government administration mechanism, policies and regulations are not perfect.To optimize the business environment in Liaoning, the focus is to build a business ecological environment with strengthening government credibility, administration in accordance with the law and a scientific and reasonable government management system as the main content.
