清至民国时期越南私盐侵滇与边岸治理研究
A Study of Salt Smuggling from Vietnam and Yunnan’s Border Governance from the Qing Dynasty to the Republican Period
【摘要】 清至民国时期,云南食盐受产量有限、运路艰难、运距过远等客观因素的影响,开广等边岸地区的食盐经常供不应求,为外部食盐的进入提供了机会。中越两国盐商利用与云南接壤的地理区位和海盐价廉质优的优势,侵销私盐于云南开广等边岸,且呈现出侵销时间长、范围广、规模大的特征。当时的政府虽重视缉私,但由于各种原因,缉私效果并不佳,进而严重影响到边岸的安定和治理。
【Abstract】 From the Qing Dynasty to the Republican period(1912-1949), border areas of Yunnan like Kaiguang were often short of salt supply due to limited salt yield in the province, difficulty of transportation and geographical remoteness, thus providing opportunities for salt of alien sources to come in. Chinese and Vietnamese salt dealers smuggled salt from Vietnam by taking advantage of Kaiguang’s geographical vicinity to Vietnam and the lower price of sea salt. The smuggling took place for a long time and covered a vast area with a large quantity. The local government then made efforts to stop it, but to no avail, which led to severe negative impacts on border stability and governance.
