【摘要】 为弥补对创办于1931年中国水利工程学会会刊介绍和研究的不足，以现存实刊为研究对象，引用有关背景资料，进行考证、统计和对比，分析会刊创办背景，刊名沿革，办刊理念和办刊宗旨，出版委员会、编辑和作者状况；引用文献计量学方法计算会刊的学术影响，梳理其对中国近现代水利事业发展作出贡献的事例。会刊创办于国家外患内忧之际，三易其名实为一刊，办刊理念和办刊宗旨符合民意国情，编者和作者办刊未掺杂功利目的，学风端正，文风朴实。办刊成效斐然，《编辑者言》栏目极具特色，学术影响和对中国近现代水利事业的贡献位居中国近现代水利科技期刊前列。会刊堪称中国近现代水利科技期刊办刊楷模，其办刊理念和办刊宗旨，学风文风，编辑和作者爱岗敬业等方面，值得当代水利和其他行业科技期刊学习借鉴和传承发展。更多还原

【Abstract】 To make up for the lack of introduction and research on the journal of the Chinese Society of Hydraulic Engineering founded in 1931, to analyze the founding background, the change of the journal name, the philosophy and purpose of the journal, status of the publication committee, editors and authors, and to calculate the academic impact of the journal by bibliometric methods. The journal was founded at a time of external and internal troubles, and the journals that have changed names three times, are actually the same journal. The idea and purpose of running the journal are in line with public opinion and national situations. The editors and authors ran the journals with no utilitarian purpose in their writing, the study′ style was correct, and the writing′ style was simple. The journal had achieved remarkable success, and it also created a very distinctive column “Editor′s Statement”. The academic influence of the journal and its contribution to the development of modern water conservancy in China have ranked among the top journals in the fields of water conservancy science and technology in China.The journal is a model for modern water science and technology journals in China, and its philosophy and purpose, academic style, editorial and authorial dedication are worthy of study and development in contemporary water and other industry science and technology journals.更多还原
