【摘要】 河长制的体系建设已经趋于完善,但是在基层的河长制运行上仍然存在许多问题。本文基于实地考察,分析基层河长制在“一河一策”、河长履职的考核评价体系、协同机制、公众参与等方面存在的问题,提出注重“一河一策”编制和考核评价中的独特性,建立跨区域协作机制,提高公众参与意愿,深化公众参与度等建议,以期为其他地区落实基层河长制提供借鉴。更多还原

【Abstract】 The construction of the river chief system has been continuously perfected. However,there are still many problems in the operation of the grassroots level river chief system. The problems of the grassroots level river system in“one measure for one river”,assessment and coordination mechanism of river chief performance,coordination mechanism,public participation and other aspects are analyzed based on on-the-spot investigation. The following suggestions are proposed:the uniqueness in‘one measure for one river’formulation and assessment is focused,the cross-regional coordination mechanism is established,the public participation willingness is proposed,the public participation is deepened,etc.,thereby providing reference for implementing the grass-roots river chief system in other areas.更多还原
