【摘要】 以价值理性、工具理性与有限理性为载体分析市县巡察队伍建设，其内容涵盖巡察、队伍建设、成员能力提升三个层面，一是价值理性层面关于巡察工作的价值追寻和理论设定；二是工具理性层面关于队伍建设的制度建设和实际效能；三是非理性层面关于队伍成员的能力和素质提升，排除不理性思维和偏离价值行为。研究发现，当前我国市县巡察队伍建设存在价值理性与工具理性分裂，工具理性整体发展水平偏低，队员的有限理性导致忽视价值理性等现实困境。研究认为，深化价值理性方能提升巡察队伍责任定位；加强工具理性可以完善体制机制和巡察程序；破除有限理性可以有效回应现实问题。我国市县巡察队伍建设的重心应在于工具理性和有限理性，建立专业工作组、赋予巡察组员表达汇报权、健全保障考核机制、外聘巡察专员、培养第三方协查机构等方能夯实巡察队伍建设基础，助推巡察工作良性发展。更多还原

【Abstract】 Taking value rationality, instrumental rationality and limited rationality as the carrier to analyze the construction of the city and county inspection team, its content covers three levels: inspection, team building, and member ability improvement. One is the value pursuit and theoretical setting of the inspection work at the value rationality level. The second is the institutional construction and practical effectiveness of the team building at the level of instrument rationality. The third is the improvement of the ability and quality of team members at the irrational level, excluding irrational thinking and deviation from value behavior. The study found that at present, there is a split between value rationality and instrumental rationality in the construction of the inspection team in China, the overall development level of instrumental rationality is low, and the limited rationality of team members leads to the neglect of value rationality and other practical dilemmas. The study believes that deepening value rationality can improve the responsibility orientation of the inspection team. Strengthening instrumental rationality can improve institutional mechanisms and inspection procedures. Breaking down bounded rationality can be an effective response to real problems. The focus of the construction of the inspection team in China’s cities and counties should be on the rationality of tools and limited rationality, and the establishment of professional working groups, the right to express the right to express reports to the inspection team members, the improvement of the guarantee assessment mechanism, the appointment of external inspectors, and the training of third-party auxiliary inspection institutions can consolidate the foundation for the construction of the inspection team and promote the benign development of the inspection work.更多还原
