【摘要】 在创新社会治理体制与全面深化社会组织改革的背景下，越来越多的社会组织参与到提供公共服务中。北京市政府在购买助残服务领域进行了较多探索与实践，形成了较为成熟的购买模式与经验。通过对W社工机构承接鸿博温馨家园助残服务的实践进行解构，发现其与其他主体间存在着基于项目制的契约型信任关系，出现“与社区能力信任基础薄弱、与残疾人关系信任传递受阻、与政府制度信任深化有限”等问题。为此，需探求构建合作型信任的可行性路径，即保障互动利益夯实能力信任基础，搭建信息网络畅通关系信任渠道，完善系统环境拓宽制度信任空间，以此实现对契约型信任的改善，以期在主体间形成长期、稳固的信任关系，增益购买服务的可持续性。更多还原

【Abstract】 Under the context of innovative social governance system and comprehensive deepening of social organization reform, more and more social organizations are involved in the provision of public services. The Beijing Municipal Government has made more exploration and practice in the field of purchasing disability services, and has formed a more mature purchasing model and experience. Through the deconstruction of the practice of W social work agency of providing the disability services in Hongbo Warm Home, it is found that there is a contractual trust relationship based on the project system between the organization and other entities, and there are problems such as “a weak foundation of trust in the community’s capacity, a blocked trust in the relationship with people with disabilities, and a limited deepening of trust in the government system”. In this regard, it is necessary to explore the feasible path to build cooperative trust, i.e., to guarantee interactive benefits to broaden horizontal interactive trust, to build information network to smooth vertical emotional trust, and to improve the system environment to enhance equal cooperative trust, so as to form a long-term and solid trust relationship and enhance the sustainability of purchased services.更多还原
